If you damage something you should pay. You were at fault, you caused the damage so therefore you should cough up. If you cycled into my car I'd cut your balls off if you failed to reimburse me for the damage that you caused.

And if I don't have £200/300/400 cash sitting around? Like I said, credit card etc.

I've never tried to get out of paying for anything before and I don't intend to this time, but in this case I am going to wait for the guy to get in touch with me because as I've mentioned to other people, he was shifty as hell and wanted the police etc. to have nothing to do with it. In fact, I reckon I should have offered him 100 on the side of the road and he'd probably scarpered with it...
