Some people still use dial up. Out in some rural areas broadband or any of the equivalents simply hasn't been installed. Other people haven't bothered upgrading because they only use the interweb for email and low cost slow forums and don't see the attraction in porn, games, lolcats, people getting hurt on youtube or downloading films illegally.
