Back in 2004 I built a bike for a similar requirement (hilly commute 40miles each way) - I went for a road frame, 42x16 (with a touch of a file on the rear dropout) - If I did it again I'd have an ENO
I know it's substantially less glam than the one we're talking about here but It weighed less than my race bike (De Rosa Al+) and was very fast and comfortable.
