It looks as if you need the saddle level and at the right height. Then raise the bars a bit if you can do so safely. Would try 1" first and then another before deciding which you prefer. And, yes, I am confusing short stem with 'low' stem. I know the difference but my brain cannot compute long or short along the horizontal rather than vertical.
