I guess it relies on enough people also playing throw-ins at the same time, or on giving everyone enough advanced notice so that they can formulate a throw-in team? (With teams being given a time to play if lots of teams are keen?)
I suppose it does exclude people by it's very nature and that is lame, but that exclusion is going to happen regardless of whether the polo is above or below the radar and I thought there might be a way to improve the situation somehow?
