Well, if we had the confidence in an accurate ranking system across all tournaments in 12 months leading up to the tournament (which I don't think we could do right now), I'd be inclined to say yes.
Maybe some sort of co-efficient system, where results get worth less as they move further into the past, like the UEFA co-efficient, or the tennis ranking system.
The obvious counter-argument, which you have made, is that polo changes too quickly (at the moment), and it's unfair on new teams.
