So, on my commute I always see this beautiful, beautiful Freddie Maertens bike just sort of... abandoned, and every time I see it, with its taco'd wheels and rusting seatpost, I just want to save it. It needs rescuing.
And I need another bike. The frame is in perfect condition and it's my size...
But, it's not mine...
Now the bike has been there at least three months, wheel stomped for more than one, so my question is: Is it wrong to 'steal' it? Of course I would make as much effort as I can to contact the owner, but is there a proper way of going about this? What do I do?

TLDR; Abandoned bike needs rescuing, how do?
