Because fixed wheel and two brakes are very underrated, while the UK law stated that fixed wheel with a front brake is legal, it doesn't mean it's the best and only option.
descending for example is actually quite comfortable with two brakes, being able to let your legs rest occasionally is another benefit I discovered on century ride.
I did, as great as the modulation from the cantis, the very short chainstay of my small BMW mean that there's not much room for a cable hanger let alone fabricated one, as well as the cantis arm often get in the way of my shoes.
