The Tories tried with Shagger Norris, an exceptionally weak candidate because they knew they could not win London. Johnson came along at a time when they wanted shot of him from Parliament and when Livingston was seen as a point of weakness for Labour and Labour was already weakened as a result of 11 years in power in Westminster.
