Yes, we can learn from the Dutch, but we need a London soloution and not one for just Zones 1 -3.
For example , come and visit Ilford with me ; its as flat as Holland , has a traffic problem but almost bike free. However, I don't think " Go Dutch " is the answer to the question; why do people in Ilford not ride a bike to work, school or to the shops?.
I suspect the new Halfords in the town centre may have more of an effect on cycling than Go Dutch or last year's Sky Ride.
