The Times Cycling Campaign

Just seen exchange between dude from the times and mp for blackpool where they rule out behavioural change measures in favour of engineering facilities for cyclists... wonder if these exchanges are binding?

Pretty easy to segregate one of the triple layers along the blackpool area coast, designate it a cycleway and say 'were sorting it'
Blackpudlians- prove me wrong please.
