If you're talking interchangeable lens rangefinder then the low end of that budget would buy something like a Zorki or Fed. High end of it won't go near anything like a Voigtlander or the horrible L word or anything with any automation.
I'd probably recommend an SLR, unless you really want/need a rangefinder then you get much more for your money with SLRs.
If it's a Nikon DSLR she has then probably stick with Nikon for potential lens compatibilty and similarity of controls etc. Otherwise, Olympus or Pentax or even something less common like Konica. Maybe avoid Canon as they all seem to develop 'the cough'.
My first proper camera was a Nikon F75, really light. Last generation of consumer 35mm SLR cameras so does pretty much everything an F6 does but it's made of plastic.
