It is probably a 12-hour bus lane (7am-7pm) or a peak-only bus lane (7am-10am, 4pm-7pm).
A lot of drivers don't seem to realise that most bus lanes have very limited operating hours and stay out even when they could drive in them. I would guess that Addison Lee had that one in a briefing to their freelancers a long time ago.
