In the past the 2 of 3 rule has come into effect, so two players can effectively take their spot and not list the third until the day of the tournament.
However, taking on foreign third players that have already tried to qualify (in fact, using non-LPC players at all), or taking on sand bagging team mates to secure your team a spot are big no-nos. The UKHBPA should probably make a decision on these things before they become issues.
Yes, the UKHBPA should make a decision. Personally I really don't care which way we decide (in my mind there are cases for having 1 non-UK player, such as your sub situation, you probably won't find an available UK player of the same standard who isn't already in a team).
My instinct would say you can only try to qualify with one team in Europe, but it doesn't have to be in your home country. But then for example the NAH model is that you can try to qualify as often as you want.
