From a tattoo standpoint, 13 is also used to represent the 13th letter of the alphabet, the letter M. The first pure "13" tattoos that I saw (early 90s) came from the Latino gangs in south Texas although I understand that it originated from the gangs in LA. It originally meant to signify a "made" member of "La M" - or the Mexican Mafia. It gained a wider spread use as a more generic "gangster" tattoo for hispanics.*
This use also shows up in the Offspring's "Pretty Fly" song lyrics. "He's getting a tattoo, he's getting ink done. He asked for a 13 but they drew a 31."
