Yes I have two of these frames and it's 650C. It is easy to misjudge photos taken with telephoto lens and that the frame doesn't have sloping top tube makes the front wheel looks very small.
Check out the photo here on one of the frames with wrong wheel size in front 24¨.
I guessed you should know better judging by the name ;)

very very nice, i would ad some eyelets (just in case) and shimano or sram brakes that combined with the campag lever that allow to have a tight brake and realise the wheel without deflate the tire

Why on earth do that? There's a quick release in the campa lever...

Double QRs (lever and caliper) to give clearance to get the fat tyres past the brake pads.

Or use wider rims that are closer in width to the 'fat' tyres. 29mm is not exactly fat and in real terms they could be around 26 or 27 dependant on which big, fat lying tyre company they come from.

actually had to tilt my screen to see that

Looks like Hed C2 rims, so 23mm. I'd go for something bigger if I were definitely always going to ride big tyres, but the C2 will work well with common road race tyres so it's more versatile. I think Hampsten tends to favour Riv tyres, maybe these:
which probably do come up to a genuine 29mm on the C2 rims if that measurement was taken on a 20-21mm rim.

I used to use those Riv Rolly Pollys when I lived in CA- they're great. Quite like the Pasellas.

Tilting as hell here, but the sun facing me doesn't make it easy to see it, so what is it?

well if they went for a larger frame they would have to reduce the stem lenght which already looks about 100mm so less saddle bar drop, but shorter stem. id say hes probably just a hunchback or built like flickwg and that frame size is correct

The main problem with modern bikes i.e. bikes post 1980 is that their components seem to wear out so quickly. I had a Puch 5 speed racer back in 1977 that lasted me six years with nothing more than a few punctures, tyre changes and brake pad and brake cable changes. I didn't ride as much back then as I do now but I never needed to change the change and none of the wheel bearings, bottom bracket bearings of headset bearings wore out. I only ditched the bike after an accident in which I bent the front forks. Otherwise it would have probably given a few more years more service.

If your getting a scooter at least get one that will hold up. Although didn't realise some of them were £500.
I wouldn't pay more than about 40 - 60 pounds for a scooter. The whole point is to save money as I have found that modern bikes no matter how much they cost have components that wear out really fast. On my latest bike after just a few months the rear wheel bearings started to wear out.

You must be doing it wrong.
I rode my (modern) £300 giant hybrid everyday as my main mode of transport from early '07 - mid '09.
The only problem I had was a bit of squeaking from one of the pedals that I knocked. There were some good parts, but it was hardly high end. Modern sealed stuff is great, and it's cheap.

Odd saddle, egg beaters, overrated wheels and low gearing bring that Tornado downhill and straight into HHSB territory...

^^I think that's quite an awkward looking bike. too many spokes, different saddle maybe, perhaps a different chain.... Actually it might just be the colour..
edit - the Tornado is awesome
