Just keep passing to the beginners and calling for the ball, or do drills... the difference in ability is only an issue if people hog the ball? Personally I like to take goal when playing with beginners, then you can practice keeping, feed the ball back up the field, etc.
Kev: I expect it's cheap because it's an asset to the surrounding area (youth development through sport, etc). I imagine it has several funding sources behind it, it's a great way to use an odd space.
