There is no chilling allowed. It's not an hour of power if you're not powering. If you say chilling to mask the fact that you've been too busy partying all winter to maintain a semblance of fitness I'd rather you were honest about it and expressed a desire to improve instead of attempting to mask things.
Sheesh, I said was chilling because I just got back from a long holiday involving no bicycles and my fitness is relatively poor. There's no sense in going 100% straight away otherwise my legs will turn into jelly and most likely have made the experience counter productive.
My intention is to do a few laps at everyone else's pace and then most probably drop off in an act of self preservation, setting the preface for subsequently faster HoP's in the future.
