yea, as alex said, the kilroy can take those tyres. i have a 28c in the back, and there's so much space. it's easy to see the frame was designed for 700x50c. with a short fork, the geo is pretty good. this is the identiti ffx 20 (20mm rake, 393mm a-c).
main problem is these frames are hard to come across, and not too cheap. tokyo fixed gear had a few knocking around a few months ago. don't know if they still have them.
i'm sure marino could make a custom 700c frame with the right tyre clearance easily enough. probably be a good bit cheaper if you're on a budget.
