The argument that the arms industry develops technology that benefits peace-time affairs is bullshit.
The only thing that really develops fast during war is medical stuff and even then its trauma treatment.
An infinitesimal amount of aviation tech is from war times, most significant advances have been developed during relative calm and then weaponised.

That is the what the arms industry does: takes an invention and goes "how can we weaponise this?"

The plane above is an example of this very process, the X-37 was originally developed by nasa and boeing as a small, unmanned/womaned space shuttle that could be carried inside a rocket. It has a payload bay about the size of a transit van.
Then one day, the USAF decided it would be really useful and now its gone all secretive. No guessing what they've got planned for it then.
