Would depend on how this 'strict liability' was framed. I like the idea of linking it to momentum. Ie the vehicle able to do most damage would have initial responsibility so if a hgv hits a car the lorry driver would have assumed liability. A rider hits a walker then the rider is liable initially. Calling this 'momentum law'
