The context is not a white page background, the context is a list of items, some of which have grey backgrounds and some of which have white backgrounds. The grey is visually 'knocked back'. It's not a question of logically what constitutes a highlight, it's the perceived visual effect of a brighter, higher contrast area vs a dimmer, lower contrast area.
I can understand that, but when you take the grey in the context of the whole page, it highlights that area that's grey, IMO.
