Well, considering the fact that these headsets are pretty unique and race, it could be a good purchase.
But a few hundreds of GBP is quite a lot for a headset.
Some people would pay the starting price.Bear in mind that the headset locknut is on the stem(presumably stuck), the bottom race is on the forks(which are scrap) and the bearing cups in the frame appear to have gone missing I doubt it would be a good purchase. Assuming that you won the items you would still end up with half a headset. Besides would you want to line his pockets with your hard earned cash!!!

Note that it states the 'Seat post has delaminated from the aluminium sleeve' not quite sure what it means but it could be a useless frame, but it has a chris king, so could be a bargain for that ;)

These are not bad frames - ML25 is a pretty reasonable steel - more details here if you're interested - http://steelrenaissance.blogspot.com/2009/07/oria-tubing-specs.html
You need to tread a little carefully with Coppi - there are a couple of their frames that are real stinkers - I've got a 4.5kg gas pipe job that looks pretty similar to that one!! but I had an ML25 Moser in the late 90's as my main race bike, it was truly splendid.
