Errr. One of the enduring problems of the French state, is that the French regions aren't enamoured of Paris, and its historically centralising instincts. It wasn't so long ago that the Bretons were agitating very seriously for seccession.
There would also be many in the North of France who have a low opinion of the work ethic, indeed, ethics in general of the people of the South, whatever the truth of the matter.
I'm not saying it's as extreme as Italy or Spain, but it's definitely there.
I'm agreeing with you Bill, could probably have worded it better. There's also the small matter of the Corsicans and their fight for independence by the FLNC.
All I was saying is that it's hard to find another country that's as disjointed as Spain and Italy by the North and South divide.
