If you put some glue on the bare handlebars before you wrap Benotto (or imitation) bar tape, it's going to stay for sure, no matter what direction you wrap.
It's what I did on my last builds.
Resin over bar tape = shellac over cloth tape. I did that to my Alan Pista. Works, looks and feels great.
Takes about a month for the whole process. Lasts for years.
