Not with grips on the tops and a chain that tight he isn't. There's also a reason why anyone who actually knows about bikes doesn't have drops which sit below the top of the wheel
Girl sprinters wear thick gloves all the time to avoid touching opponents wheels. Also if the opponent comes round the top, his or her wheel will be higher up that yours adding to the problem.
The way I see there is grip in the bottum, it just seems less torn than the grip in top giving a slight illusion. Chain might be tight because its a road setup and a smaller cog for the track would put the wheel in the middle of the fork ends.
...that said, the drop is rather intense, and my drop on my bike is 41cm. But then again, Theo Bos had the most intense drop I've seen in racing.
