Does tyre cleaning help? People were asked to do it at the Manchester Nationals a few years ago.
Perhaps doing that on arrival and asking that people clean them again after they go outside would do the trick.

Yeh i remember we just had a few buckets of water and towels to wipe the dust off your wheels after games, also mopping half way through the day helped
