Glue it down for now. It you have a pair of pointy nosed pliers they should be small enough to hold it while you drill, probably best if someone else holds the pliers. Or a small set of molegrips. Another possibility is to superglue it in place, remover the bolt then drill out the insert. the glue should be enough to hold the inset in place if you have a sharp drill bit.
