Well if anyone would like to have a go at this for me, i'd be very appreciative.. I don't know how to get purchase on the rivnut with a bolt still in there..
Maybe it can be drilled out?

You can drill the bolt out, if it stays still and does not rotate with the drill.

Is the nutsert loose or is it just a stuck bolt?.

If you can get the bolt out, it may and I stress may be possible to drill out the nutsert and fit a new one.
The tolerances for the hole sizes for nutserts are reasonably tight hence my stressing the may part. The hole for the existing nutsert will already be oversize if the nutsert is loose. But most likely worth a try.

Do you know a good tig welder?, I would be tempted to put some small weld tacks on the nutsert.
