I've argued this very point on a few bag blogs.
So many bag companies measure the widest point of the bag when flat and give a completely misleading idea of size.
Any bag should be measured by it's 'box dimensions' when pulled into its actual rectangular shape, as it's the only way for people to work out what can be fit inside when it's full.
The width when flat is no use for anything other than knowing how far it will wrap around the body when empty.
