Is that true? [genuine question]

Surely Head Angle and Seat Angle are usually different(?). Altho I get it'll probably only make the slightest of difference, both on tube length and probably none on 'ride' .

Head tube angle, head tube length and Seat tube angle can all stay the same while the top tube can slope up or down to any degree. This is what I based the statement on.
Draw it out and just move the top tube while keeping everything else constant.
