Right try armourtex for powder-coat, not too sure how accommodating they are in terms of masking off and I know they don't do multiple colours. If you search there is a thread of other jobs they have done for forumengers.
As andyp says Mario Vaz would be your best bet for a restoration: word to the wise if you want a good job done don't rush him, also leave the frame for a couple of weeks before riding or assembling it as this allows the paint to harden and it will therefore not chip as easily.
