Assuming a headtube length remaining constant, the fact that the top tup slopes up, down or is horizontal will make very little difference to how a bike rides. It is purely for cosmetic reasons (although standover height may be a physical reason for sloping down)
I too would not say no to one. I would however buck the trend and build mine up proper nice like.
