Pretty much. I wore it off the bike when visiting the in-laws in chilly Germany, anyway.
Worn under a helmet in sub-5° temperatures it's awesome. I have another helmet liner thing but it totally screws up what I can hear - loads of wind noise. No such problem with this, plus it wicks sweat loads better.
