Oh I have 22 up front and 32 back on my Thorn Sherpa, I've no doubt I'll need it when fully loaded on a heavy bicycle.
It varies on what kind of touring TBH, credit card touring? lightweight touring? or plain ol' fashion common garden touring with enough panniers and racks to carry a kitchen.
