I'm still not clear on what sector in publishing you mean, but I'm afraid none of that rings true with any of the publishers I have ever worked for. That's a very broad summarisation and I still think you don't mean academic publishers e.g.
I'm sad to think that a publishing house might be perceived as only a "bankroll for the writers". Creating a books involves much much more and requires a phenomenal amount of knowledge and skill in many departments.
Obviously it's an antiquated medium and technologies will always advance, inciting the downfall of many traditional roles, but you will still need the skill-set of the individuals in publishing house to produce anything worth their salt. You can't just negate hundreds of years of tradition and knowledge and expect it to be any good.
Yes you can create your own book, believe me I've have many people think they can design their own book cover, but it will be on par with someone who produces their own CD/mp3 from their garage.
