I guess it must be the same as this sorta thing
with a metallic gunmetal basecoat + sparkles? I reckon a good car paint shop would do it pretty easy - but expensive
edit: looking at the frame again it does look pretty, but the whole iridescent thing is a bit flash for me to want to ride around..
