You need to find someone with Notary Public status to witness a document or certify a copy. This can include legal professionals, JP's and selected police officers.
Lots of people assume schoolteachers, doctors, dentists, postmen are able to do this but unless they hold Notary status this is not the case.
Some do it for free, others will charge a fee.
