As for cheap, I guess that depends on your definition. If you think that tubus racks are good quality and average around £60. Then less popular front racks are going to be at least that.
What are you planning on using it for? You see plenty of girls that manage with a wicker basket with just a headset mount and strapped to the handle bars (sometimes less), filled with uni books and a massive handbag.
If it's just for a beater I'd suggest something like this:
Overall, I think for a proper front rack you just have to pay through the nose for something that looks good. IMO if you're carrying enough weight regularly to need anything more than a supported basket then you should probably use a rear rack and panniers... or buy a car.
