I'd have thought a 700c would be pretty rare as 26" would be the sensible option ;)
~~adroit - has this aluminium frame thing that attaches to the rear of a bike to convert it into a cargo bike. I can't remember what they're called tho - I'll have a google. His is on an old mtb, but you may be able to use with a 700c - I really don't know.

The problem is you then have to buy that plus a frameset... but a pomp could work, and
