Clear coats are rubbish in my experience: you get one (tiny) chip and then the rust spreads underneath before expanding and dislodging further bits of varnish.
If you looked after a clear coated bike it'd probably be fine? But for polo and all-weather riding it's not going to last very long.
If you use clear lacquer you don't even need a chip because the lacquer isn't waterproof so the moisture gets in to the metal anyway.
One of guys up here has a stripped Fuji track that isn't coated at all, it's got surface rust but isn't too bad, and that's playing/riding in Glasgow weather and getting all the salt spray on it (they really over-grit the roads up here).
