By asking them the right question, i.e. how does that feel? does it feel stretched? cramped? do you find you're straining your neck to look up when on the hood? etc.
Then find a bicycle that fit, if necessary, add a longer/shorter stem to compensate.
The only bicycle I sold that doesn't fit the individual is an hybrid that he insist on buying because it's cheap despite me telling him it's way too big and we could build him one by the next day.
