48x17 is not a low gear. Learning to be comfortable spinning is part of improving as a rider so if at first if feels a little light – keep it for a few hundred miles and see if you just get better.
To change the cog you'll need one of the following;
15mm spanner for the wheel nuts (though some are 14mm maybe),
Chain whip,
C spanner for the lockring,
some grease.
