Forgive me if I sound stupid, but how would the length of the bolt have anything to do with the length of the pole? Are you supposed to thread the nut all the way down with a rod and stick the bolt up to tighten it with the nut? Isn't that 1m rod already longer than the pole? Am I missing something obvious here?

The first thing you need to do is drop the nut down the pole using the threaded rod.

Everything else will depend on that, as you'll need to cut the pole so the distance from the nut to the end is a little bit less than the length of the bolt.
