Is it time to start calling out bad cyclists?

Man, complaining about that in the most CCTVd city, full of tourists taking snaps. Peculiarly out of touch. Or were you being inappropriate with where you were shining your light?!

It wasn't even on, clearly he was some sorts of crazy.... (either that or he had just done a drug deal and thought I caught it on camera or something.)
