In my view, any time that a player has both hands off the bars, and is impeding another a player, as you appear to be doing in this pic, that player is no longer in control of his bike, and therefore liable to be committing some sort of foul.
Obviously, in this case, it's a minor foul, and I would only have called it if you or a team-mate had come away with the ball.
