smyth, get off your carping high horse, where do you think those facilities are going to be housed?
It has been stated a couple of times, that the design that was produced was a what if? to create interest and is in no way the final design/structure/layout.
I'd rather the facilities that are used at Herne Hill be housed in something that was aesthetically pleasing, didn't cost the earth and would reflect the setting and heritage of the sight (can you tell I watch too much grand designs). If you don't like or agree with what is to be built, and as no final plans have ever been put out for consultation, or been funded, you can always get involved and shove your tuppence in, in terms of how it should look and feel, and what it should do, and who it should be catered for.
Until such a time....

seeing as BC have effective control of the site for 3 years and the track for 15(needs confirming) then hopefully they will have a plan for a lo-cost implementation of what's important, (toilets/changing room/storage etc) do you think the 400k should sit there until it's 4million?
be interesting to see where that money is going and who is in charge of allocating it.
