I've been searchable for years and it always irks me when I see an opinion of my work that is spawned by ignorance..
The holes in the main tubes make the frame very stiff to resist twisting-this is good on a smooth surface track.
The eccentric is not for chain tension, but rather to adjust the seat angle for different riders.
The small holes (chokes or venturis; depending on which frame they were applied) are to remove boundary layer drag from a spinning wheel.
