Can you help to identify these frames, bikes or parts?

Hello all,
Can anyone help to identify this cool racer. All I know is that is from late 60´s or early 70´s, I bought from the Netherlands, decals say Van Oers (i suspect they´re not original), campagnolo dropouts, universal super 68 brakes, no tubes reference and the frame has panto´l lug with and (L) stamped...

Any help would be greatfull apreciated:

The L is typical for the belgian Ludo brand. I've had a few fully chrome plated ones in 531.
