Are the bars set up correctly on the Cinelli?

I ask because I have some Ritchey ones that have the same bend, but the rough section where the lever band is meant to grip the bars is at the first bend of the drop, if that makes sense, which would mean that the levers on the Cinelli would be mounted above the rough section.

No, it's how Chicken's (Cinelli's UK Distributor) have set it up. Cinelli have done it properly themselves on in their 2012 catalogue (my interwebs skills are too poor to extract the pic from the catalogue)
